Key Background
In order to improve the quality of learning and strategic planning across Latin America, Instituto Natura, UNESCO Santiago, and the International Institute for Educational Planning of UNESCO (IIEP-UNESCO) are working together. The new partnership expresses a shared goal of empowering education systems through wiser utilization of data and analytics.
At the center of the program is the assistance in Education Management Information Systems (EMIS) strengthening. The systems are the backbone tools employed in the collection and management of educational information—from student enrollment to learning outcomes. By bolstering EMIS, partners feel they can provide governments and school systems with improved decision-support based on timely and credible data.
One of the strong foundations of the initiative is building capacity. Educators in the fields of planners, statisticians, and policymakers will learn by specialized training courses focused on utilizing data as a facilitator towards strengthening planning, budgeting, and monitoring. These initiatives tend to overcome the gap between having data available and actual implementation, which is quite prevalent across global education systems.
Moreover, the partnership highlights the importance of creating a data culture within education ministries and institutions. It not only aids in technical improvements but also behavioral change, challenging stakeholders to apply evidence persistently for strategic improvement. This is consistent with the global push towards achieving Sustainable Development Goal 4—ensuring inclusive and equitable quality education for all.
More broadly, this alliance recognizes that data is not technical—it is transformative. Applied in the right way, it has the power to transform education systems, reduce inequalities, and improve the performance of tens of millions of students across the region. Through shared know-how and resources, IIEP-UNESCO, UNESCO Santiago, and Instituto Natura are unlocking the gateway to more open, accountable, and future-resilient educational governance in Latin America.
